WIth the planned surge of 40000 more troops in Afghanistan is Obama admitting his March "new" strategy failed?

No matter how many troops O-bow-ma authorizes, they will be totally handcuffed as far as what they can do. O-bow-ma would not want them to "offend" anyone. It's another play war that we will lose.
