Song play list for a 16 year old boys birthday party?

It's his birthday party, so you should play the music HE likes. Mix it up though, don't keep it to the same 2 artists. Teens like variety, but variety they're familiar with. Maybe Lady Gaga isn't a great choice for a boy, but just play other popular songs that are also rap/R&B.
