That would be about as dysfunctional as humanly possible. With Gore at Energy they'd hold cabinet meetings in the dark. Herbert Hoover would be blamed for running the economy into the ground. Sharpton would prosecute anybody who isn't a black panther. Hillary would claim she's under fire when she clearly isn't, making her worse than Janet Nappy. Bush and Carter would fight all the time to the amusement of the rest.
