Pull out of Baghdad victory?

I read the article on yahoo news about the US pullout out of Iraq (for the most part). I'm a little confused on whether we won or lost. The iraqi army claims it's a victory, but we weren't fighting the army. We are on Iraq's side fighting terrorists, right? So what I'm asking is did we win?
