Meiosis vs Mitosis question?

I get most of the differences, and what they go through, but what is bugging me is the # of chromosomes. I mitosis, you start with 23 per cell, they replicate to 46 (23 pairs), and split.. going back to 23 each. In meiosis, much like mitosis, you start with 23, replicate to 46, then split to 23.. expect you keep going without further replication, and split again (4 haploid cells from 1 diploid) but... doesnt that mean each cell ends up with 1/4 of 46, which is 11.5 chromosomes??? arent haploids 23? I dont get it...
